Senior Procurement and Contracts Officer

Job Descriptions:

  • To provide and implement pre- and post- contract services, including sourcing, quotation, negotiation, bidding, tendering, preparation of documents, internal review, pre-qualification, invitation, receipt, assessment of tenders, recommendation leading to award, contract execution, delivery and acceptance, payment, variation, contract administration, cost control, vendor performance management, closure reports, etc. in order to deliver efficient and value-for-money procurement outcomes and in accordance with the company’s policy and procedure.
  • To prepare conforming contract documents and follow up the associated review, information consolidation and approvals, and provide efficient post-contract administration of contracts/consultancies, including evaluation/preparation of interim payment certificates, variations or Engineer’s Instructions and response to contractual letters; preparation of justification papers on variations and claims to enable consideration by management and financial evaluation of claims; and preparation of final accounts leading to issue of Final Certificate and Closure reports.
  • To implement procurement procedures, contract administration and cost control procedures (where applicable) to achieve efficient procurement process, financial control, and prepare internal cost control reports for specific contracts.
  • To proactively understand stakeholders’ procurement/contractual requirements, and support stakeholders on the company’s relevant policy and procedure and the use of the company’s purchasing systems.
  • To fully document procurement processes, decisions and contractual arrangements for audit purposes.
  • To assist in the establishment, set up and user-testing of the company IT system and system enhancements, and provide input and recommendations to the development and implementation of the IT system related to procurement/contracts administration.
  • To monitor the market trend of procurement and feedbacks from vendors and contractors, and propose improvements, if necessary, to management for review.
  • To undertake any other duties as deemed necessary by the procurement/contracts manager and department head.


Requirements:
  • Recognized degree in Purchasing, Engineering, Quantity Surveying, Business Administration or equivalent.
  • Corporate membership of a relevant recognized professional institute relating to Engineering / Quantity Surveying or equivalent is preferred.
  • A member in HKIS, RICS or CIPS would be an advantage.
  • At least 5-year relevant working experience in procurement and/or contracts administration, of which 1 year should be in a supervisory position responsible for procurement and sourcing of electrical, electronic and mechanical equipment and components.
  • Self-driven individual with good interpersonal communication and analytical skills.
  • Good command of spoken and written English and Chinese.
