Financial Crime Compliance Manager, Commercial Banking

Reporting to the Head of Financial Crime Compliance (FCC) Macau and the FCC Manager Retail Banking & Wealth Management (RBWM) & Commercial Banking (CMB Lead, the Financial Crime Compliance (FCC) Manager CMB plays an integral role of managing wide aspects of Financial Crime Risk for CMB including impact analysis of regulatory changes, coordinating and executing various Financial Crime Compliance work streams and assurance, while ensuring alignment with Global Standards.

In this role, you will:

- Identify financial crime risk change and potential impacts on CMB Business Model in region;
- Support development and continuous review for appropriateness of framework to monitor financial crime developments impacting on CMB in region;
- Manage implementation plans to quantify impacts and implement actions to address, manage and mitigate impacts of regulatory changes on CMB;
- Develop and implement as required AML, CTF, counter proliferation, anti-bribery/anti-corruption and sanctions policies and systems that ensure that CMB’s exposure to financial crime and reputational risks is managed, in a practical and effective manner;
- Liaise with relevant stakeholders within MMO CMB, other Global Business and Functional teams to provide expertise on all FCC matters;
- Interact with regulators and industry bodies on CMB Financial Crime related matters;
- Provide advisory to the lines of business on escalated customer cases/queries, escalating to Sanctions or Anti-Bribery Corruption where required for input of subject matter expert;
- Provide concurrence on higher risk Customer CDD profiles at onboarding and/or for periodic or trigger event based reviews;
- Provide risk advisory in support of specialist portfolios of higher risk customers;
- Support the Heads of FCC in the development of the annual FCC Line of Business Plan and carry out functional and thematic reviews in accordance with the Plan and at the direction of the Heads of FCC;
- Act as the FCC advisory to the Global Businesses and provide steer to the Regional FCC line of business;
- Act as an advisory to the education team and provide SME input to the training curriculum;
- Advise business on queries relating to regulatory guidance and law enforcement trends regarding HSBC’s business;
- Provide compliance input into FCC projects at the direction of the FCC Heads (including system developments);
- Perform any other duties within FCC streams as instructed by the FCC Manager RBWM & CMB Lead and the Head of FCC, MMO.

To be successful in this role, you should meet the following requirements:

• Excellent communication and inter-personal skills, with experience of dealing with executives at all levels including the capacity to articulate the case for risk management and policy in the language of business;
• Ability to develop practical, cost effective solutions to complex issues;
• Experience in Risk and Operations Management together with business management;
• Experience of dealing with regulatory matters and confident interaction with regulators;
• Experience of interpreting and analysing a large volume of information and / or data and provide succinct summary for management;
• Experience of working within a matrixed environment preferred including reporting internationally;
• Experienced professional with direct involvement in an AML CDD role;
• Good working knowledge of AML and CTF issues across the financial services industry;
• Experience in prioritizing competing demands and communicating these effectively
• Ability to apply professional judgement to enhance the commercial success of the business as well as to educate the business appropriately;
• Ability to drive change, contributing to joining up with the other teams in Risk and Business within Macau;
• Excellent computer knowledge on Powerpoint, Excel and WORD;
• Proficient in written / spoken English and Chinese;
• Candidate with less experience may be considered but lower grading (Band) will be offered;
