Operations Support Manager

 Job Descriptions:

  • Provide a total support service to Operating department on train service planning, engineering works planning, performance management, budget planning and control, fare collection and other logistical support function;
  • Ensure effective and efficient planning and implementation of working timetables for safe and reliable train services of Macau LRT to meet passenger demand;
  • Ensure well planning and implementation of track possessions and engineering works during traffic and non-traffic hours to meet safety requirements of Macau LRT;
  • Chair the Engineering Works Meeting (EWM), compile and publish the Traffic Notice & Traffic Notice Supplement every week to assure safety and protection arrangements for every engineering and project work;
  • Ensure data integrity and accuracy of performance data and to manage relevant information systems to meet statutory and management requirements on reporting of safety and train service performance of Macau LRT;
  • Perform overall monitoring and reporting of KPI & CSP achievements with performance trend review, provide ad-hoc management reporting, produce monthly performance data required by DSAT via MLM;
  • Ensure systems in place to ensure the reliability and accuracy of AFC system to protect the fare collection of Macau LRT;
  • Ensure proper control in place on departmental budget;
  • Provide good logistical support and delivery of supplies and services by relevant contractors;
  • Contribute the formulation of strategies and policies through provision of management information about the safety and train service performance of Macau LRT for strategic, tactical, and operational planning;
  • Lead Passenger Services Team and provide supportive service to O&M Departments;
  • Lead the training, development and succession planning of all staff in the Operations Support section, such that the knowledge transfer from experienced staff and organisation required for localisation will be taken place in a safe and orderly manner. Also to provide client railway operations and maintenance related opinions when required;
  • Provide advisory roles to LR Operations on operations and train service planning, engineering works planning, performance management, budget planning and control, fare collection and other logistical support function for all extensions;
  • Perform ad-hoc assignments and projects as assigned.

Job Requirements:

  • Bachelor’s degree holder, preferably in Transport Management or equivalent discipline;
  • At least 12 years’ relevant working experience in railway operations including OCC, train & station operations and engineering of which at least 5 years at managerial level;
  • Extensive operational knowledge and proven experience in train service planning, timetabling, track possessions, engineering works, information systems, statistical and accounting skills;
  • Strong analytical, decision making, communication and people management skills are essential;
  • Self-driven individual with good interpersonal communication skills, able to work meticulously and efficiently under pressure as well as resolve issues to minimize impact;
  • Excellent communication and writing skills in both English and Chinese.
