Operations Planning Manager

Job Descriptions:

  • Work with operating sections to produce a coordinated O&M readiness programme and activity list.
  • Identify the resources and support requirement as well as the interfacing issues.
  • Monitor and report the progress and identify any issue arising and propose possible solutions.
  • Work and coordinate with the relevant external parties and stakeholders on the operational readiness of the new line and extension.
  • Coordinate the implementation of trial run and other related drills and exercises on the system.
  • Provide operations input to the project team as necessary.
  • Ensure all operating objectives are incorporated in the new railways.
  • Plan and formulate future operating organization for new lines/extensions.
  • Formulate training strategy.
  • Identify, plan and formulate appropriate operational, customer services and safety procedures to the new railways.
  • Ensure all interface works are properly coordinated with minimal disruption caused to Operating Railway as far as practicable.
  • Arrange participation in witnessing the testing, commissioning and subsequent acceptance of all equipment / systems.
  • Ensure for statutory walk-throughs, statutory inspections and undertake follow-up actions
  • Act as Changeover Manager to take up overall responsibility to ensure the smooth changeover of all railway systems for revenue services.
  • Handover the project records to Operations Department and Engineering Department.
  • Lead the training, development and succession planning of all staff in the Operations Planning section - Planning and Integration Department such that the knowledge transfer from experienced staff and organisation localisation will be taken place in a safe and orderly manner. Also to provide client railway planning and integration related professional recommendation when required.
  • Provide advisory role to the clients and recommendation for Planning and Integration team.
  • Perform ad-hoc assignments and projects as assigned.


Job Requirements:


  • Bachelor’s degree holder in transportation, business management, engineering, or other relevant area.
  • Minimum of 12 years’ experience in railway operations or engineering of which at least 5 years at managerial level.
  • Member of relevant transport, management or engineering institute is preferred.
  • Strong analytical and decision-making skills are essential;
  • Self-driven individual with good interpersonal communication skills, able to work meticulously and efficiently under pressure as well as resolve issues to minimize impact;
  • Excellent communication and writing skills in both English and Chinese.
