Safety, Quality and Security Manager (Working Location: Macau International Airport)

Sino Macau Business Aviation Center (SMBAC) is the premier, Macau-rooted Fixed Base Operator (FBO) and ground handler exclusively dedicated to business and general aviation at Macau International Airport. Synonymous with safe, seamless and quality business aviation ground handling services, SMBAC offers passengers and crews the premium private travel experiences at our private gateway to Macau.

We would like to now invite high caliber individuals to fill the following position.

Safety, Quality and Security Manager

(Working Location: Macau International Airport)

Responsibilities:

System Oversight: Full implementation of the safety, security, and quality systems for SMBAC to ensure absolute compliance with the Civil Aviation Authority of Macao (AACM), Macau International Airport (CAM) requirements, and international standards.
Safety Management Systems (SMS): Act as the designated Safety Manager. Facilitate hazard identification, manage the operational hazard register, conduct formal risk assessments, and direct investigations into incidents/accidents using Root-Cause Analysis (RCA). Track Safety Performance Targets/Indicators (SPT/Is) and promote a proactive safety culture.
Quality Assurance (QA): Establish and implement the internal compliance audit plan. Manage the Corrective & Preventive Actions (CAPA) lifecycle for Non-Conformance Reports (NCRs), audit third-party subcontractors/vendors, and update operational manuals and standard operating procedures (SOPs).
Aviation Security (AvSec): As the Security Manager and certified Civil Aviation Security Instructor, full alignment with CAM and AACM security frameworks, update security documentation, and manage Emergency Response Procedures (ERP) drills and exercises.
Training & Environment: Formulate, administer, and deliver frontline regulatory and company training modules including SMS, Avsec, Dangerous Goods, and Environment Management System (EnvMS). Maintain data tracking metrics to fulfill EnvMS obligations under the CAM framework.

Requirements:

Degree holder or Holder of a recognized Aircraft Maintenance Engineer’s License
Formal ICAO/IATA SMS and aviation auditing certifications are required. A valid Instructor or Train-the-Trainer credential (preferably ICAO/IATA) is a distinct advantage.
Minimum 5 years’ progressive experience in safety management and aviation compliance (with 3+ years in a supervisory/lead capacity strongly preferred). Exposure to aviation security management is a definite advantage
Minimum 3 years of hands-on experience in international airport ground handling operations; direct FBO or business aviation exposure is preferred.
Solid understanding of ICAO and Macau civil aviation SMS and AvSec protocols. Exposure to the International Standard for Business Aircraft Handling (IS-BAH) or NATA frameworks is an advantage.
Proficient command of technical written and spoken English, knowledge of Chinese (Cantonese and Mandarin) is preferred.
A strong, natural safety mindset with the communication skills needed to influence operational teams and grow a positive safety culture. Highly organized, self-motivated, deadline-driven, and able to work independently while maintaining complete transparency with leadership. Sharp technical report-writing abilities, diplomacy, discretion, and high attention to detail.
